To take advantage of the benefit every owner must submit a declaration by the end of the previous year in the municipality, in which states that does not live permanently in the property.
Local authorities will collect a garbage fee for properties that are not occupied all year round.
These changes in the law for local taxes and fees, will be discussed at an extraordinary meeting of the budget committee in the Parliament. The change shall enter into force on January 1st next year.

However, the order is determined by the municipality and some cities pay a garbage fee for a second property, and others don't.
With changes in the law is introduced and a new model, in which people will paid the fee. It will depend on the amount of thrown waste, not by the tax assessment of the property.
This change shall take effect from January 1st 2015.
