Greenhouse gas emission reductions and energy savings , as a result of implemented energy efficiency measures by municipalities, are the main criterion for nomination in the category of cities " most green city ".
In order to comply with the requirement of fairness and objectivity, Ministry of Environment and Water has made a study of 91 completed community projects financed by the Fund "Kozloduy" NCEF and the Ministry of Regional Development and Public Works.
